You are using version V1 of the GD plugin.
With the V2 version it should be a lot easier to make GD pages look like you want.

The Location Manager will create all those pages if locations or listings are added in each state.
There is no automatic drop down that creates the lists as you describe, but they can be created using your WP menu settings.
You will be able to add a “Change Location” to the menu, and the GD Search will also get the same option. If people start typing “ar”, suggestions like Arizona and Arkansas should come up in your case. See the image.

I am guessing that most likely, the listing will import and be given a spot on the map, but that really depends on the rest of the address and the Google Map API.

You should not change default location after adding listings, so that was indeed the problem.
With the Location Manager you can add listings anywhere.
The “Near” field of the Search will automatically turn into a field that will allow suggestions and other searches.Thanks

It looks like you changed your default location after adding the dummy listings.
Try editing the address of the listings and re-save.
