Unless you are using the Location Manager addon you can not add listings outside your default location.
Make sure the categories already exist.

1. No, you do not need Buddypress as explained in the documentation.
2. Users can only add listings to their lists that they have reviewed. So they review a listing and then go to /lists/ and follow thelinks to create or edit a list.
3. Favorite is called Bookmark in Whoop.
4. Lists of reviewed listings.
