Did you try to view that page without submitting a listing from the frontend?
Without a submission there is nothing to preview.

1. If you choose to be geo-located, and there are listings near you, then you will get shown /location/me.
If you choose to be geo-located, and there are no listings close to you, you get redirected to the closest location in your database.

2. You can disable the automatic re-direction, so the Near Me only works if people select it on purpose or click on the Near Me button if you use that widget.

There is no need to use any special theme, only the plugins listed, but yes, you will need BuddyPress.
