I do understand the issue, but there is a difference between the SEARCH and LISTINGS pages.
Sorting by package does take precedence on all other pages except SEARCH pages. You can list higher-paying client’s listings first on LISTINGS and HOME/location pages, but SEARCH is always by relevance.
If you want to put paid listings above the search results, you can add a Popular Post widget there, and then you can clearly mark that those are sponsored listings which may not be the most relevant for their search.

You can hire a developer to change how GD works if you like, but the search works as I described and customization is not part of support.

I am guessing you changed the GD Permalinks again to remove the category from the detail pages URLs or the prefix, so re-saving WP Settings > Permalinks fixed it again too.
