Why do you say they cannot upgrade without using a coupon?
I have tested it twice now to upgrade my test listing and it will go correctly to PayPal.
The PayPal option in on the last screen if you do not add a coupon on the first screen.Thanks

I first selected Tassie from the /aaa-guust/ page
Then I scrolled through the category pages like /schools/tasmania/page/3/ until I found the map on that page was broken That means one of the listings on that page is the culprit. Then I just checked the ones on that page.PS: used to live in Tassie for quite a few years 🙂
You had hidden all places from frontend maps at GD > Design > Map
