A user will not know … they will select to add a burger or a shake by selecting the price package, and then all the rest is automatic.
This is the only option unless you want to create separate custom post types.

Alternative suggestion is to order your burger fields under a fieldset, and called them “burger only fields”. Then the user can just skip past them when adding a shake, to the “shake only fields”.
