I know S2member can handle that.
You can deny access to the add-listing page depending on the level of the user.

There are a few membership plugins that will redirect different level users to different pages on login.
Like S2member, Front-End Only Users, etc.

If you want to translate with the language files, you need to do it in the GD core file.
But I could not check that, because the PO file is not on the server.

gd-system-plugin is a GoDaddy plugin installed by them.

Look at the body classes of the page, so you can target the CPT pages and other pages of your choice.
For example for the Places page, add

.post-type-archive-gd_place

in front to hide it on that page.
You will have to make some the CSS adjustments to suit your site.
