Use the location manager language file to change state etc:

Example: Las Vegas > Nevada > United States
Now go to GD > Multilocations > Manage Location tab
Edit Las Vegas
Rename Las Vegas to Clark County
Save – do not touch anything else.
Add a neighbourhood called Las Vegas
Go back to the listing and change the neighborhoodGoogle Maps and Google Maps API are not the same thing.

Thanks.1. I am guessing, you updated WP to 4.7.2.
That is why your places import works.
I confirm there is still an issue in 4.7.2 with category and location import, I will get the developers to have a look at that.2. When importing listings for the first time, you should NOT use post IDs.
You need the let the system auto-create the new IDs. -
