I could not find anywhere where the Dashboard widget was so I added one temporary in the footer.

Yes, that is correct. Re-order will re-order the sections on the detail page, regardless of whether you use tabs or a list.

The Sorting Options control how listings are ordered on your Listings (category) pages and in your search results.
On the Search pages, only the default sort order will be used, and only if no keywords were used in the search.So ordering by the visitor is only available on Listings pages.
On Search pages, visitor can use keywords if they want to narrow the search results.Can you post your URL and WP admin details in a private message so we can review your settings. Thanks

Can I suggest to delete the GD Search widget, and just add the Near Me button.
Make sure that you have a popular post widget for each CPT on your location page.
That will geolocate the visitor and return all listings ordered by CPT within the set radius at GD > Advanced Search > Default Near Me miles limit (1-200)That should achieve what you are after I think.
It sounds like you are not allowing Event posting from the frontend:
