With current options, it is not possible to do what you are looking for.

there is no such options. Categories have more cutom fields than tags.
To extend tags to have all custom fields like categories requires a customization.

p.s. the alignment of Tags is right and originally having a 40 chars limit it would work. Having that many tags, you simply need to change its css:

@guust is more complex than having the rich editor. You have to tell the custom field to parse the shortcode and it requires quite some customization with GD custom fields.
