1) I’d suggest to install this plugin to redirect users to a welcome page if you wish to do so: https://wordpress.org/plugins/peters-login-redirect/
2) That is how WordPress works, a subcategory can only be child of 1 parent. Either you create each subcategories for each parent, or you’ll have to study a different structure.

Another option you have is to set them to no by default with this code:
and after hide it with css.
If a user find his own business on your website, he can claim it from the details page.
