you probably closed comments in Settings > Discussion.
After you close the comments for all posts, you can still change that on a post per post basis.

you could use a text/html widget with the widget logic plugin https://wordpress.org/plugins/widget-logic/
a similar snippet for the logic:
$post->package_id == 1Would make the ads appear only on listings assigned to the price package with ID=1

you can have 3, but they can’t edit the same listing at once… However they can edit 3 different listings at once.
