Hi,
this is how it works.
If there are listings around you within a radius set by the admin in advance search options, it will redirect to the location/me page and show all listings within that radius. If you are within 2 cities it will show listings from both. If there are no listings near you, it redirects you to the nearest location with listings in the website DB.

you need to enable that via GeoDirectory >> Design >> Navigation >> Allow post type to add from frontend.
Enable only the CPT you want users to add.
You can add the link to the add listing for in the same settings section with:
Show add listing link in main navigation or Show add listing link in add listing navigation.

Then in Design >> Listings >> Listing General Settings >> New listing default status select draft.

I’m sorry about this, but the problem is most likely with the server provider.
1&1 EU is the most problematic hosting provider we have encountered so far.
There are several topics about it on the forum, an example: https://wpgeodirectory.com/support/topic/location-currently-unknown/#post-289604
If you provide FTP credentials we can try to see if in this case it can be fixed, but in the past they always failed to assist. For example auto updates don’t seem to be working on their servers and they never helped fixing it.
For these reason it would be probably best to move to a more user friendly and professional hosting provider.

That’s what the map will be showing, in this case nothing because the image is a transparent object…

yes Region name is mandatory. DId you add 0 and 0 for both lat & lon coordinates and saved before trying? If you did, please provide admin credentials in a private reply and we will have a look.
