the ‘geodirectory>>>> advanced search>>> default near me miles’ settings has only effect when being GeoLocated (yoursite.com/location/me).
On normal searches the radius used is geo directory>>>general>>>>>search so that is normal.
About the featured on top for searches, that will only happen for blank searches. If you enter a keyword it will sort by relavance and if you enter a location in the near me field, it will sort by distance, so making the featured appear on top, would provide confusing results.

no that’s because subscription are cancelled via paypal. Only if Stripe was used, there would be a button to cancel the subscription (because stripe doesn’t allow to do it via their backend).

did you try to momentarely deactivate all non GD plugins to check if one of them is creating a conflict?
I also noticed that you ahve the GeoDirectory Lists add.on installed that is not compatible with Directory Starter.
That add-on only works with whoop.
Let us know if deactivating other plugins has any effect. I also flagged this for the developers to see if they see anything obvious that I’m missing.
