you will need to add neighbourhoods to Havana city if you want to use them. However you will have both region, city and neighbourhood in the URL, there is nothing you can do about that.

Yes you are right, I made confusion, please install https://wordpress.org/plugins/email-log/ and let us know if emails are logged and not sent.

several of your add/ons are outdated and you are on a non compatible server. Godaddy wordpress managed plan have a caching system that wil break your website.
You shoud move to a VPS.

They both register wordpress usersthe exact same way.
