This is a consiquence of a core WP bug noted here and changed on line 802 https://core.trac.wordpress.org/changeset/31467
Upgrading your WordPress install will fix this but for some reason it’s not showing an upgrade for you, you might have to do this manualy or if it’s a managed WP hosting then get them to do it.

It can be different on different servers, i usually give full permission and work back until it stops working…

Please try updating from the dashboard>updates screen and not from the plugins page, also confirm your details are correct in the updates section user/pass, if you still have no luck please post wp-admin details here and we will have a look.

It looks like you set up your default location and then changed the maps API to hebrew, the default location was still in english so it was comparing english to hebrew which would never work.
I have changed the language to hebrew for the default location, please check now.

For the error, you have to have the payment manager installed first as the stripe is just a gateway for that addon.
If you are still getting a white screen, try moving the stripe plugin out of the plugins folder via FTP until you activate the payment manager.
