Try disabling all the plugins on the staging site via FTP to see if you can then login.
You can do that by making a new folder inside plugins called “_disabled”, then drag all your plugins there.

I resaved permalinks as described here and it seems fine

I only see a different CPT name, is there something else?
GD has the GD Categories element. You can use that to display links to categories. It has a lot of options to select a max count of parent categories or exclude subcats, but cannot be used to specify exactly which single categories should be displayed.
