I am not suggesting any work-arounds, I am explaining how it works.
All packages can be set to expire or downgrade on expiry.
All packages can be set to have an upgrade/downgrade available or not.I assume that Gold is more expensive than Silver and can submit extra info.
If a user would upgrade to featured gold, they would need to pay the featured gold package price.
You can choose what happens on expiry of featured gold: downgraded to gold, or featured silver, or silver, or just disappear from the frontend.You cannot make only silver feature available from silver: either they can choose another package or they cannot.
I hope it is clearer now.
You should always use a child theme. If you translate a theme without using a child theme, you will lose your translation when the main theme is updated.

And check your GD pages at GD Tools, and your GD Permalinks.You just select what is hidden from users depending on what s2member user level they are. That is standard s2member behavior.
That is exactly what s2 does, you select the content you want hidden for different user levels.
There is a difference between user levels [WP users] and GD listing packages. A user is not a listing, so S2 packages are for users only, and GD packages are for listings only.You need to create a package that is not featured [silver], and one that is featured [silver-featured]. Then set the featured one to expire after a month and downgrade to the non-featured one.
