It is not a “problem”, GeoDirectory is designed to work only with one city as defined by Google.
If you want to add a listing outside that location, then you need the Location Manager addon.
It is by design, not by mistake.Can you post the address you want to add, then we can test where Google thinks it belongs.
I am guessing you are not talking about the GD Location/Home page because then you would normally use widgets and not shortcodes and %%location%% should work.
%%location%% cannot work on non-GD pages because normal WP pages are not location related.
The popular post widget or shortcode cannot be paginated.

No, there is no option for that in the customizer. You can do that with CSS, see here for some help: http://docs.wpgeodirectory.com/customizing-your-style/

What your problem is that you are trying to use a Genesis child theme with another parent theme.
The message is telling you that You will need to install the parent theme, genesis, before you can use this child theme. It is not telling you to install GDF, but genesis.What child theme are you trying to install?
You can turn the scroll of at GD > Design > Map. That will turn the mouse scroll off completely, not only on mobile.
