Some caching plugins are very persistent.

I think you have not uploaded the correct MO file.
The one you have is 127,687 bytes but if you save the PO file, it should be 127,700 bytes.You have to activate the Prices and Payment addon.
Then you can set a listing featured from the admin area, and you can create packages that are featured (or not).I just tested it on a site, and it should work just fine.
Are all other translations working for you?
Did you put the MO file in the right spot?

Try this one: I added the cat_id column and separated by comma instead of semicolon.
