I think if you filter by Dorset in multilocations, and then delete all cities in Dorset, then Dorset will disappear altogether. I cannot see any other way to delete empty locations, but I’ll get Stiofan to have a look at your question too.
In “Custom Post Types” change the order of your CPTs so that Events is the first one. Let us know if that worked.

Have you tried putting always between quotes?
Have you tried uploading the theme using FTP after unzipping on your computer?
Whoop is a fairly big ZIP file, so that may be the problem.
