So if we charge for adding listings and events, a person who registers for free will only be able to track favorites, events, lists, and reviews.

All registered users can track favorites, events, lists, and reviews, and add listings.
There is no difference between a practitioner and anyone else.

If the practioner chooses to connect the event to her listing, yes.

A membership plugin will charge for a user to register, then you are still faced with the same problem that there is no way to restrict the number or listings a user can submit.

It cannot be done.
Every package only allows the submission of one listing.No, that is not how it works.
A package is a price per listing, regardless of what CPT they are in.
For example, one marketer/user could add 20 listings and 50 events for 20 different businesses.You can half the price for each CPT for example.

All the fields should be there.
Where it says that there are no custom fields yet, that means that you have not created any special ones yourself. That is usually only for developers.
Click on any of the fields on the left to add them.
