A search IN a city or region will list all listings that have that city or region in the address.
A NEAR search will calculate the lat and lng of the location you want to search NEAR and then listings around that location will be served based on lat and lng.That principle is the same in V2 and V1: https://wpgeodirectory.com/docs/gd-search/#near

I am guessing this is V2.
In that case: GD > Settings > General > Show Advanced > Allow posting without logging in? > YESYou will also find that if you update all your plugins, there will be a register link on the Add Listing page.

You do not need to convert to V2 at this time. Some time in the future, it will be required, but that will be a fair way down the track.
Go back to Customizer > General Settings > Background > and change back to white.

You could use the franchise addon to show head office and all other locations: https://wpgeodirectory.com/docs/franchise-manager-add-on/Or you can create a new Custom Post Type that does not require any address, and then use possibly categories or tags to sort them by country: https://wpgeodirectory.com/docs/core-general/#physical
