A search IN a city or region will list all listings that have that city or region in the address.
A NEAR search will calculate the lat and lng of the location you want to search NEAR and then listings around that location will be served based on lat and lng.

I am guessing this is V2.
In that case: GD > Settings > General > Show Advanced > Allow posting without logging in? > YES

You will also find that if you update all your plugins, there will be a register link on the Add Listing page.

Sorry, but that is not possible. Map-based listings need to have the one spot on the map, and need a complete address.
You could use the franchise addon to show head office and all other locations: https://wpgeodirectory.com/docs/franchise-manager-add-on/

Or you can create a new Custom Post Type that does not require any address, and then use possibly categories or tags to sort them by country: https://wpgeodirectory.com/docs/core-general/#physical
