That article is not relevant to your question, but it is highly relevant for sorting listings on the Listings page.
I don’t understand why you say that it’s not possible, yet that post states that it is.
Where does it say in that article that ordering by price package is possible on the search page (unless search criteria are not entered)?
I think you are confusing SEARCH and LISTINGS pages.
You can sort by price package on LISTINGS pages: https://wpgeo.directory/docs/places/hotels/
But not on SEARCH pages, those pages will be ordered as the visitor requested in their search criteria: https://wpgeo.directory/docs/?geodir_search=1&stype=gd_place&sgd_placecategory%5B%5D=&sgeodir_dis_park%5B%5D=&s=+&snear=&sgeo_lat=&sgeo_lon=

The CENTER OF Montana is nowhere near the CENTER OF Fishtail.
So if you look for listings NEAR THE CENTER of Montana, you will not get any results.Please have another look at the link I posted earlier explaining the search funtion.
I also now activated the option explained at point 4.6 on that page:
Although the default search for this field is a NEAR THE CENTER OF search, with the Advanced Search addon, you can set this field to auto-suggest locations based on the title of the listings, see Near Autocompleter settings.
Try typing in Montana now.

The popular categories always shows the categories with the most listings, aka “popular” categories.
If you only want to show a selection of other categories, you will have to replace the widget with some custom code.Thanks
The “Search for” field does not search locations.
The “Near” field searches near the center of a location, see more at https://wpgeodirectory.com/docs/gd-search/So if you search for a listing near the center of Los Angeles, you will get different results than searching near the center of California.
If you want to search IN a city or IN a state, you should activate GD > Advanced Search > Enable Near autocompleter:

No, you will not need a new license. Licenses are required to get support and updates, but de-activating and re-activating does not delete the license.
I asked a developer to have a look at your question, but even if it is possible, it is a customization (and looks like a complex one at first look) which is not part of support. You may find some help at http://geodirectoryexperts.com/ if you need it.
