1. Do NOT network activate GD plugins.
2. Install https://wpeasyupdates.com/
3. Activate WP Easy Updates on each sub-site
4. Go to a sub-site and activate those GD plugins you want on the subsite.

If that gives you errors, then I guess you added it to the wrong spot, or you have curly quotes instead of straight quotes.
