You should not de-activate packages for existing listings, it may break the listings and they cannot be renewed.
Recurring packages lock in the rate in the user’s payment gateway. Discount codes do not have to stay active once the price is locked in.Best practice would be just create your final price packages, and give a discount coupon for any one-off payments made before a certain date, and for all recurring payments on a renewing plan.

Are you translating the listings at Places? Because my tests show that should not be a problem translating there, if using all latest versions of GD and WPML.

WP does not like the same slug for tags and categories, so if you already have a tag like that, rename it to museum or something else first, and then you should be fine.
