Hi,
it’s not a bug. This happens in 2 cases:
1) No location manager installed.
2) Location manager installed and set up to work only for the default location.
To fix this go to GeoDirectory >> MultiLocations and enable Multi Country > Multi Region > Multi City.

Actually I realized that your previous request is possible.
Just go to multilocations and select: Show location switcher in menu > List all Countries, Regions, Cities.
Zip codes can only be searched. There are no zip codes archives.
