Yes, follow the instructions here to install Pricing Manager and set it up.
Then visit the CPT for your site like “Places” and then view the custom fields

Open the Featured field, and in the Price Packages option choose the packages that should be featured.

Yes, that is the way it works with the Pricing Manager addon.
Include the Featured field in the Price Package and it will be checked for the user automatically when the package is paid.

No, they must be a user or else there isn’t a way to link the post to their account.
If you want to do it that way, add your email to the listing, then make a Ninja Form using the GD Contact Form template and ask them to submit that instead.
