You are doing something wrong, when I just save your existing PO files, the MO file created is a little bit different and then works.
1. Download the English file, using FTP
2. Open PoEdit
3. Choose “create new translation”
4. Choose French
5. When saving, save as correct name and in correct location.
6. UploadHow are you doing it?

Make sure your multi-locations setup allows submissions in the Yelp location/city.That should be right, but I would include the http:// as well in both search and replace.
