My mistake: Required > No
Every listing needs to be in at least one category and in one CPT.
You cannot use CPTs without categories.
Listings cannot be in 2 CPTs at the same time.
You will need to create custom fields and packages for each CPT so you might be looking at a fair bit of work.Thanks

* Places > Settings > Add custom field “is claimed”.
* Active > YES
* Required > NO
* Show only on these price packages > Select allThanks

You will have to tell the button what to do, like add a link to it.

c) They are taken to login page, or a ‘dashboard’ where they can select to add a listing
f) Then they select ‘pay monthly’ or ‘pay annually’
d) Then they can enter all their directory details.
e) Once completed they can confirm

Did you add the images using FTP to the /wp-content/uploads/2019/03/ folder?
Which image is missing from which listing? URL please of the listing.
