If all listings are added using the Add Listing forms [front or admin], then there should be no problem with typos for states.

Please install https://wordpress.org/plugins/email-log/
Then you can see what emails are sent.
Try changing the subject of the email to something more specific at GD > Notifications.

If that does not work, then you may have to check with your hosting.
