Yes, that is possible.
1. Create a paid package only: GD > Prices and Payments
2. Create a discount code that can only be used once per user: Invoicing > Discounts > Add new > Use Once Per User > YES
3. Advertise the discount widely, or add to the Add Listing page.Thanks
