The Popular Location widget only lists cities.
It looks like you figured the max bit?

To list states, you need the Location Switcher in the menu or sidebar.

Use the CPT Categories widget instead of the the Popular Categories widget.

Why not charge a fee for a Place and allow free event listings?
If they have a paid Place, they can link the events to the Place.
If they do not have a paid Place, they can not link the events to the Place.

All this is available by default.

The most current language file at /wp-content/plugins/userswp/languages contains 570 strings.
Unless you are happy using all the default translations, your better option is to update using the process explained at https://wpgeodirectory.com/docs/updating-your-language-files/
