That might be the problem. You should set a correct city once. Merge it with your preferred city.2. I have read somewhere that neighbourhoods will automatically be added when listings are added?
In the US that may be the case, in other countries I doubt it.3. I have not created or selected any country called “all”, these are all added by the system, some way or another… there is no option for it on the front-end when adding listings.
The system created them incorrectly because you created an incorrect default location to begin with.You need to delete or merge the incorrect locations before adding more listings. Please read the links I posted earlier.

2. Neigborhoods will only come up once a city is selected, which has neigborhoods set up. I cannot see any neigborhoods set up.
3. You also have a number of locations in a country called “all”. They need to be deleted or merged.

Yes.
or can they simply delete their listing to cancel a subscription?
No.V2 will change that, it is the intention to give users to cancel subscriptions from your website, instead of from the payment gateway.
To change a recurring package, the user must cancel their subscription, because up or downgrading will start a new subscription.
