for example .geodir_contact, geodir_facebook etc

You need to restrict the URL for the package at S2 > Restriction options > URI.
Add /add-listing/?listing_type=gd_place&package_id=4
Edit as required.

The Toledo page will only load Toledo listings.
It is on the to-do-list to investigate if it can be done what you describe without affecting the performance of your site, but at this time it is not possible.
