“Popular” refers to the categories with the most listings, unless you are use custom coding or the CPT Categories widget.

PayPal subscriptions can only be canceled by the user in his/her PayPal account. The user has entered into a contract with PayPal to regularly pay you, so it is that contract with PayPal the user will need to cancel.
