You have a full membership, so, why not just install the pricing manager and WP Invoicing and start charging from the beginning?
Instead of a free package, require a payment of $1.
Reserve the “featured” status for paid listings and give them priority on category pages by sorting featured first.
To deter spammers be sure to install GD ReCaptcha, and UsersWP + UsersWP ReCaptcha

That is an interesting idea, but that isn’t a function/feature of the way the GD Maps currently work, showing the listings of a particular author.
I will take that up as a suggestion for future versions. It seems like a good idea and if other people like it then we will surely consider adding it.
