Disabling plugins should not affect any theme widgets, only the widgets for that plugin.But I am not sure I understood the question correctly …

Sorry, still don’t understand …
“If you enter California, you will get listings somewhere in the Sierra National Forest.” but nowhere else that means.
If you want to see all the listings for a state, do NOT search for NEAR the center of, but select either the suggested location or use the location switcher, ie an IN search.
Can you explain why you think your search is not functioning as it is explained at https://wpgeodirectory.com/docs/core-design/#how ?
It seems to do exactly what it says there as you describe it. -
