When you entered “North Dakota” it looked for listings near McClusky maybe, ie near the center of the state anyway.If you select one of the autocomplete suggestions, you will actually get all listings IN the selected location, not NEAR the center of your location.

You cannot deactivate that because WP does not work for posts without categories.You still have two CPTs.

I think there is some ajax error, I changed the category field to multiselect and that works, so there must be some conflict with one of your other plugins.Since ZIP notes a location, searching for a ZIP code in the Near field should yield the results you are looking for.
The shortcode would be just the one for the GD Search widget:

Searching for category is added with the Advanced Search filter, and tags are searched in the keyword search field.
