IN search is only for locations in your database, like cities and regions, not for postcode searches.

Only registered users can add listings.
If you want different levels of access for different users, you need a membership plugin like s2member. There are others too.Verifying users manually before giving them registered status can be done using https://userswp.io/ and https://userswp.io/downloads/moderation/
To have listings go to draft, have a look at GD > Design > Listings tab > New listing default status > Draft

You should not translate anything between % like that. That will break the variable.
You can add widgets etc, have a look at GD > Design > Author tab.
