If you have locations in more than one region, you must use at least /region/city in the slugs at
GD > Permalinks > Add location in urls

Your listings do not have street addresses and are not in any category, so they cannot display. Please complete the addresses for the listings, and select at least one category.

If a visitor clicks Search without adding any keywords, the results will be ordered based on the settings at GD > Place [or other CPT] Settings > Sorting Options tab.

Correct: search results will always be ordered by relevance
On a Listings page you can sort and order as you like, but if people search for something, they expect the search results to be relevant to their search.https://wpgeodirectory.com/docs/searching-and-browsing/
