LOCATION pages:
If you set the left sidebar to 30% and the content to 63% and the right sidebar to 30%, you have more than 100% which will never fit on a page.
I turned off the left section since it was empty anyway.LISTINGS pages [like /events]:
Until you have any categories and listings, Listings pages cannot render correctly.
I suggest you add some dummy data, or some listings:

Sounds like some caching issue, make sure you clear all caches, including anything at the hosting company.

It is an option but probably against the terms of conditions of Google Local.
Social Importer does not scrape, but only imports some details of one selected listing at the time.

You need to clear caches to see any changes.
Should not do, but you will loose all changes in any future Whoop parent theme.
You should never change files of a parent theme, so I suggest you move any changes you made in the parent theme to the child theme.That is only if you did make changes to the theme files, like style.css and functions.php.
Any changes made in Whoop Options should not be affected.Please check now, if you do changes like that, you have to clear all caches and re-save permalinks.

You cannot connect a listing to a linkable CPT listing of another user (unless you are an administrator).
Linking 2 CPTs is not the same as linking Events.
Those listings must have been added before you allowed comments site wide, so that should not be a problem for new listings.
For existing listings do a bulk edit:
Places > Bulk actions > edit > comments > allow.Thanks
