Still not sure what a free user is; GD does not use free and pro users.
To enable star rating: GD > General > General tab > UN-tick “Disable rating on comments”

Well, your question maybe means: can a site with only the free plugin use comments, and that is the link I sent.
Maybe your question means: can a non-logged in visitor leave a comment?
And then the answer is yes, review your WP discussion settings.Or maybe you mean something else again. I don’t really know what you mean with a “free user”.

Also the URL of the page where you are trying to save.There automatically is a location page for each of the locations in your GD installation (including countries, regions and cities).

That depends what page you are using there.
Are you using GD Home Page or a WP page?If using a WP page, edit page.php of the GDF theme [move to child theme].
If using GD Home Page, edit
/wp-content/plugins/geodirectory/geodirectory-templates/geodir-home.php

Then copy it over from your parent theme.
Do not just edit the parent theme header, it will be overwritten by the next theme update.You could add that in header.php of your child theme.

The post you linked to explains that there is no solution for 2 plugins using the same WP author template.
It can only be solved by a customization by either Ultimate Members or GD.
You can add a request here: https://wpgeodirectory.com/requests/
But there are hardly any other people using Ultimate Members with GD, that it is very unlikely GD will develop such an integration. You can always ask the Ultimate Members developers to make their plugin compatible with GD, or use BuddyPress which is fully integrated with GD.Thanks.
