you can’t upload php files into a server, it would be a security issue.
Either you convert it to txt f1st or better you give us URL and admin access and you tell us which page to redirect to.

it depends on the collation of your database. Normally it is utf-8.
This would be the list: http://www.fileformat.info/info/charset/UTF-8/list.htm
When you insert an unsupported characters, it will show a black triangle sign with a question mark in it.
You can check what that character was supposed to be by checking the word or by opening the file with notepad.
At that point you can do a find and replace using the correct character.

that’s not so easy, you have more than 1 custom post type and changing custom post type should refresh the categories.
This kind of customization is not just a matter of copying a psting code from 1 file to another.
This would require a whole new search widget.
