FB has a review process for new apps. As far as I know all new apps must be submitted for review.
“featured” is controlled by the pricing package. If you are just trying to display badges you can use a different/new/other custom field for the same purpose.

By default, V2 includes GD Author Actions in the Archive Item template. However it has the option for “author page only” enabled to improve performance.
You can edit the Archive Item template and switch out the GD Author Actions shortcode to remove that option so that the edit buttons etc are shown on every page, instead of just the author page.

When you said header and footer we both thought you meant above or below content.The header and the very bottom of the footer don’t have widget sections so that would require editing the templates or using the footer snippet here with a shortcode:

You can use the shortcode vbuilder to create it. You will see one there on the the tab when you add the shortcode ‘field’ to the tab.
You want to use a GD Linked Posts shortcode. I am not sure if you are linking to the business from the promotion, or to the promotion from the business. If you have linked from the promotion to the restaurant, then you choose “linked from” and then choose the post type.
Make sure to remove the ‘View all” option, and to set the title of the tab as you like.
The issue is that the GD Linked Posts element in the tabs is not what you want.
You must go to the tabs settings and remove it and create it with a shortcode.
