1. The location swithcer does not change location. it automatically shows a different location even when i am chooising another city or neighbourhood.
I cannot replicate that. I added the location switcher to the menu and it works fine for me.2. I am using neighbourhoods in widget in the footer. It shows neighbourhoods of kolkata even when i have selected Mumbai as my location.
I ticked the “do not cache” box for that widget.

With the free version, you can only add listings in your default location, you will need the Location Manager if you want to add listings in other locations: https://wpgeodirectory.com/downloads/location-manager/
Also, working locally will mean a lot of things often cannot work as intended.

I am guessing you mean the GD > Listings widget or shortcode.
I also notice the widget does not have an option for “Post Content excerpt character count :” which may be a good idea.I’ll get the developers to have a look at your comment too.

To set Events as the default in the search bar, review https://wpgeodirectory.com/docs/gd-search/#cptOn a location page or any standard WP page or post, the order of the CPTs in the selector can be determined by changing the order at GD > Custom Post Types > Choose a CPT > Advance Mode tab > Order in post type list (Custom Post Types addon required).

Yes, I deleted all “\n” instances and deleted the 2 translations as explained.

You probably can create groups using the Members plugin, it depends why you want groups I guess.
Maybe all you need to do is create an extra UsersWP field.
