Normally, anyone that needs doing anything on your site other than looking needs to be a registered user (except for commenting or reviewing). It does not matter if they are business owner, or a member or whatever.
A business owner may also want to be a member, so picking one registration process will be the least confusing for people.If you want to charge for memberships, then s2member is a good option, but that is not to say there are no better options, I am just more familiar with s2member.

if there are no listings close to the visitor, then the system will look in your database to determine what the closest location is to the visitorSo if a visitor is in Carpinteria, a page will be served with those listings within the set search radius, not the Carpinteria page [although they may be the same listings, if the visitor is exactly in the center of Carpinteria and the city has the same size as the radius set].
If a visitor is somewhere close to Carpinteria, and there are no listings near their location, they will be sent to the location page for Carpinteria if that is the closest city that is in your database.There is no [listing_preview] shortcode.

You can review the “Redirect to nearest location” function explained here, but that only works on entry to the site, not with the Near Me button: https://wpgeodirectory.com/docs/search-filters-overview/#near

It should unless they are very very old, in which case you may have to manually update them.
Check the version numbers against https://wpgeodirectory.com/your-account/ and if different, overwrite using FTP, or use https://wpgeodirectory.com/docs/useful-plugins/#easyThanks
