That is called the admin bar, and is only viewable for admins, other users cannot see that.

You can indeed not clear it, but you can replace it with a different value or use the Location Switcher.

If you post your URL and WP admin details we will check it out.
You should de-activate all dependent plugins first, before de-activating a core plugin.
If you delete data, you will loose all listings.Thanks
